El artículo tiene como objetivo mostrar la dilusión del modelo de estado de la Companhia Siderúrgica Nacional (CSN) desde el ángulo de la división entre la ciudad de Volta Redonda y la empresa. Por lo tanto, es necesario describir la gestión del ingeniero Roberto Procópio de Lima Netto por delante de la empresa, entre 1990 y 1992, y su influencia en las elecciones del Sindicato Metalúrgicos do Sul Fluminense en 1990, y el Sindicato dos Engenheiros (SENGE) en 1992 con el propósito de socavar
las fuentes de resistencia a la privatización. La propuesta es proceder a un análisis que da una mayor importancia a la dimensión local, es decir, uno donde la privatización ha tenido sus efectos más perversos. Además de presentar el debate sobre la privatización con el lanzamiento de sugerencias en cuanto empresa pública, la subasta en la Bolsa de
Valores de Rio de Janeiro y la construcción de un nuevo modelo de dependencia de la ciudad por el pago de impuestos, trata de describir las luchas gremiales y populares se produjeron en Volta Redonda y acompañaron la construcción y ejecución del programa de privatización de la empresa.
