Descentralización fiscal, capacidad institucional e innovación territorial: un modelo analítico de habilitación condicional para el caso chilenoy el debate latinoamericano

Resumen

Este artículo de reflexión teórica propone un modelo analítico para comprender los efectos diferenciados de la descentralización fiscal sobre la innovación territorial en contextos de capacidad institucional heterogénea, con especial referencia al caso chileno y al debate latinoamericano. Partiendo de la paradoja chilena —un Estado con indicadores de gobernanza comparativamente altos pero con apenas 14,9% de gasto público subnacional frente al promedio OCDE de 28,8% (DIPRES, 2023; OECD, 2023)—, el trabajo articula tres tradiciones teóricas: el federalismo fiscal (Oates, Tiebout, Musgrave), la gobernanza multinivel (Hooghe y Marks) y la economía de los sistemas regionales de innovación (Cooke, Camagni y Capello, Mazzucato). Sobre esa base se formula el Modelo de Habilitación Condicional de la Innovación Territorial (HCIT), que postula que la descentralización fiscal opera como condición habilitante —no determinante— de la innovación territorial, cuya efectividad depende de la interacción entre dos mecanismos complementarios: la autonomía financiera subnacional y la articulación institucional. La contribución conceptual distintiva es la formalización matemática del efecto de amplificación fiscal como complementariedad estratégica, con derivación explícita de un umbral crítico de autonomía fiscal por debajo del cual la articulación institucional pierde eficacia transformadora. La Región de Valparaíso —con Viña del Mar, San Antonio y Quillota como configuraciones contrastantes— se utiliza como caso analítico ilustrativo sobre la base de evidencia secundaria verificable (SINIM, Banco Central, INE, ICVU). El artículo concluye discutiendo la Ley Nº 21.591 de Royalty Minero (2023) como experimento cuasinatural en curso que permitirá contrastar empíricamente el modelo y propone una hoja de ruta para su validación.
