The implementation of organisational digital twins (ODTs) in SMEs often has a high failure rate due to a lack of rigorous assessment of baseline interoperability capabilities. This study proposes designing a digital maturity index specific to this context using a hybrid DANP (DEMATELbased ANP) methodology, which mitigates the subjectivity of traditional self-diagnostic models. The theoretical results reveal a significant finding in relation to the existing literature: the Technology and Data dimension (30.6 %) is the most important enabler of initial preparation, surpassing Digital Culture. The designed index, which was validated through a case study, provides managers with a prescriptive roadmap that enables them to prioritise resolving data technical debt before making complex investments in simulation. This optimises resource allocation in Industry 4.0.
